It is normal for silicone mold shrinkage below 0.3%. 

For high shrinkage, there are two ways.

One, do not take the original mold out at once, after the silicone mold is done.The original mold should be in silicone molds after silicone mold is cured completely. 

Two, you can pour gypsum into silicone molds if the molds do not need to use at the moment.Take the gypsum out only when using.
